Denia - Draft General Plan controversy

Draft PGOU (General Plan) Revision released to the press by Els Verds – L’Entesa Summarised in Las Provincias May 3rd 2006.

This draft is claimed by the ruling body to be a “concierto previo” or previously agreed draft following along the lines of the Agenda 21 discussions in Denia. Els Verds spokesman called it a “locura absoluta” – absolute madness – aiming at total growth. He referred to the cynicism, manipulation and two-faced attitude of the ruling body to claim this was along the lines of A21, which he said was not shooting in this direction. He said this plan will gobble up all the suelo urbano and suelo urbanizable, which stays at the 1990 PGOU level of 38%.

Key facts per Las Provincias:
· Total land within Denia boundaries - 66million m2. Probably includes La Xara, which appears to have won some level of self-determination (as reported earlier this week).
· Suelo urbano proposed in the draft - 17.9 k m2.
· Suelo urbanizable foreseen in draft - 6.1 k m2 (9.3%).
· Suelo no urbanizable in draft - 41.8 k m2 (construction not allowed).
· Levels of green area (espacios verdes) and number of subsidised / protected dwellings have risen, but, say the Green Party, only in line with the minimum criteria set out by law in the LUV.
· This is estimated to lead to a growth of 15,250 dwellings over the 10 year period. The population capacity would increase to 165k, assuming they are all built and occupied all year round. (The logic of quoting it as 164,913 people is beyond me).
· The approach is for a compact growth around the urban centres and coastal zones, proposing “average residential densities” (appartments?), with “ acceptable maintenance costs” (?).
· There are constraints on reclassifying land - this will not be allowed until 80% of the development land in the plan is built or licensed to be built. There are also constraints relating to prior completion of major infrastructure projects (“ejes”).
· As well as green zones, there is a plan to double the amount of industrial land from 214k to 430 k m2. “Terciario” will explode from 15 k m2 to 474 k m2 ( but I don’t know what this is).
