Environment Workshop - Nov 7th - Protected Zones and Agriculture

The Coastal zone from the Cala de Morag (Benitachell ) up to the Cala del Ministre in Javea was proposed as a LIC zone (Lugar de Interés Comunitario - Area of Community Interest) by the Comunidad Valenciana in 2001.
This entails a bureaucratic procedure which takes about 6 years. The Town hall should be aware of this and include protection of these areas in the General Plan so that construction does not take place within the proscribed distance from the sea; since by 2007 they will be classified as “LIC”
The Zone from the Parador to the ”Montgo de Bongo” is not protected; while the zone from the Montgo de Bongo to the Cova Tallada on the Cabo de San Antonio is part of a Marine Reserve. The former zone therefore also needs protection in the General Plan
In the Marine reserve, lack of vigilance allows covert fishing and hinders regulation of the use of the waters by motor boats. Basically there is a conflict on interests (conservation/ leisure use) and a problem of competencies – the first 21 metres of the coast are regulated locally the rest is the responsibility of the State.(Note: I think this is 21m depth . RE: the Saladar development it was noted that the “Plataforma Cívica en defensa del Territori i Litoral de Xàbia” had, during the period of depositions, submitted a notice about flooding. This, it was hoped, would paralyse existing plans for construction.
RE: Agricultural zones – to avoid complete destruction they need revitalisation with subventions and town hall help.
The “Community of Regantes” had formed itself so that the agriculturalists could obtain irrigation water; but in truth they had been restricted in their access to the same…while the purified discharge from the sewage works is discharged into the sea.
It was recommended that the town hall negotiates with the relevant bodies to ensure that the necessary pipe work is installed and permission given to use this water for irrigation.
A Plan of Agro- tourism was proposed which included:
> Regeneration of fields through Ecological Agriculture Workshops for all types of people so that there is an overall management of produce.
>The creation of Co-operatives to regulate and exploit ecological produce, in addition to create of a “denomination of origin” for local products (“Produce of Xabia”)
> Look for European and local subventions
>Make itineraries of cycling, riding and walking routes
>To favour practical training courses which specialise in gardening; the practical work could be carried out in fields ceded through an agreement with the town hall or Conselleria as appropriate.
